Public Comments on Applications
Some bank applications and notices—such as mergers, new charters, or other significant transactions—must be publicly announced under federal law, OCC regulations, or OCC policy. These announcements give the public an opportunity to share feedback before the OCC makes a decision.
You can submit comments to:
- Support or oppose the application
- Ask for more time to comment
- Request a public meeting or hearing
- Suggest that the OCC approve the application only with certain conditions
- Comments may be emailed to the OCC Licensing Office.
- In most cases, you have 30 days from the date a public notice is published to send your written comment to the OCC.
- To find the comment period for a specific application, check the Weekly Bulletin or use the Corporate Applications Search tool.
- For more details, see the Public Notice and Comments booklet in the Comptroller's Licensing Manual.
- The public portions of applications for business combinations and charters that are subject to public comment are available in the OCC's FOIA Website.
- Applications that receive comments expressing certain concerns can be viewed on the Public Comments On Licensing Applications page.
The OCC generally publishes comments without changes, including any personal or business details such as names, addresses, email addresses, and phone numbers. All comments, attachments, and supporting materials become part of the public record and may be disclosed. Do not include any confidential or inappropriate information in your submission.
